Andre Cromwell
Andre Cromwell
Chief Executive Officer
Mr. Cromwell has been in behavioral health for 22 of his 27 years in healthcare. He brings a wealth of experience and education to the organization and has previously held CNO and COO roles at multiple psychiatric hospitals. Most recently, he served as the CEO at Delta Medical Center in Memphis, TN. He is dedicated to the education and development of his staff at all levels to ensure they have the tools necessary to provide good quality care for the most vulnerable. He obtained his undergraduate education from Washington Adventist University in healthcare administration which led to an MBA and, later, a Master of Science degree in nursing and business leadership (MSN-BL).
Kevin Markham

Chief Financial Officer
Mr. Markham has more than 20 years of behavioral health experience as a CFO and has worked in hospitals in Alabama, Texas, and North Carolina, including one Fortune 500 company and three startups. He has extensive experience in identifying, analyzing, and solving complex problems requiring financial analysis and is skilled in budgeting, KPI development and measurement, revenue cycle management, expense management, and structured growth management. He has an MBA from Auburn University at Montgomery and is a licensed Certified Public Accountant.
Derrick Jackson
Derrick Jackson
Director of Plant Operations
Mr. Jackson has over 15+ years of expertise and experience directing organizational operations as a member of the United Special Operations Command (USASOC) and the Department of State Country Team (Columbia & Peru). During these operations, he provided Continuity of Operations Planning (COOP) and Disaster Recovery Planning (DRP) support and services. He has exceptional expertise in budget planning, logistics, and procurement with demonstrated proficiency in comprehensive analysis and assessment of processes to effect continual improvement in comprehensive operations with continuity of results. Derrick is a member of the Board of Directors for Toxic Free NC Nonprofit and is Raleigh Oaks’ Director of Environment of Care.
Shante Debrick
Shante Debrick
Director of Admissions
As Director of Admissions, Mrs. Shante Debrick has 11 years of experience in the social services field which includes 6 years in mental health specific to hospital settings. She graduated from the illustrious Elizabeth City State University with a Bachelors in Social Work in 2011 and completed advanced standing MSW program with Fayetteville State University in 2012. Currently she is a active member of the US Army Reserve, serving 9 years in the armed forces as a Behavioral Specialist. Mrs. Debrick is well versed in working with young adults, children and the senior adult population with various cultures and backgrounds. Mrs. Debrick’s experience in the inpatient setting including admissions and intake, along with her ability to build rapport with clients and allow patients the opportunity to feel empowered upon arrival for treatment, helps support patients motivation and ability to be receptive to improving their mental health.
Will Graham

Director of Quality, Compliance, and Risk Management
William “Will” Graham is the Director of Quality, Compliance, and Risk at Raleigh Oaks Behavioral Health. Will received his bachelor’s degree from Elon University and his Doctorate in Chiropractic in 2000. After nearly eleven years of owning his own chiropractic office, Will brought his interpersonal and analytical skills to the field of inpatient behavioral health. After over 8 years with a state inpatient psychiatric facility as a Performance Improvement Specialist, Will joined the team at Raleigh Oaks in November of 2022. Will remains calm yet focused on improving the patient experience and ensuring both safety and regulatory compliance within the facility.
Amber Wilson, LCSW
Amber Wilson, LCSW
Director of Utilization Review
As director of utilization review, Mrs. Wilson has 15 years of experience in the social services field with more than 10 years’ experience in healthcare leadership. Amber has been a practicing clinician in several states, earning her BS in Social Work from St. Catherine University in St. Paul, Minnesota, and her MS in Social Work from the University of Texas in Arlington. Amber has been working in The Triangle area since 2019 and has built strong relationships with local MCOs. Amber’s experience in utilization management, along with the partnerships she’s built, helps support patients in efficient billing practices and minimizing the patient’s out-of-pocket costs.

Mrs. Parker has more than 25 years of executive administration experience with a passion for people. She is experienced in providing credentialing and is pursuing more studies in Medical Administration. She has been a NC Notary for almost 10 years and understands how to be compassionate, yet driven. She has great follow through and excels in obtaining data, information and/or documentation to assist with the follow through and is the executive assistant for Raleigh Oaks.
Shelly Godwin

Chief Nursing Officer
Originally from Pennsylvania, Shelly Godwin moved to North Carolina in 1987. She obtained her associate degree in nursing in 2004, bachelor’s degree in 2008, and master’s degree in nursing with a focus and healthcare leadership in 2014. She completed her education, obtaining her Certification for nurse executive in 2020.
Prior to assuming the Chief Nursing Officer role, Shelly progressed through several clinical roles including coordinator, manager, and director. Her personal mission is to improve the quality of care that we provide our patients and to make nurses feel valued and empowered to achieve that goal. She is motivated to inspire Raleigh Oaks’ nursing staff to obtain national certification and will lead the organization in achieving recognition for excellence by way of hard work, dedication, and compassion for our patient population. Shelly’s hobbies include running, traveling, gardening, reading. She is married with three children and six grandchildren.
Wanda M Crawford, LCSW, CDWF
Wanda M Crawford, LCSW, CDWF
Director of Clinical Services
Wanda M. Crawford, LCSW, CDWF joins Raleigh Oaks Behavioral Health after a 17-year civil servant career, last serving as the Command Social Worker for the Joint Special Operations Command (JSOC). As JSOC’s Senior Social Work Officer, and member of the Commanding General’s (3-star) Special Staff, Ms. Crawford planned, directed, and implemented all clinical aspects of the behavioral health mission for HQ, JSOC and fifteen units geographically dispersed across the continental United States.
Ms. Crawford has over two decades of mental health experience comprised of inpatient/outpatient care in government and private sectors and she holds a BA in Sociology from Fayetteville State University and a master’s degree in social work from East Carolina University. Ms. Crawford is married to a Special Forces Veteran and is the proud mother of two.
